RUC snow cover fix

Hello,

A fix has been made to the RUC snow cover processing in the ESRL/GSD RUC cycles (backup and development). Now, once daily, the NESDIS snow cover field is used to trim the RUC cycled areal snow cover under certain conditions. This code change is effective in keeping the RUC snow cover from erroneous areas occasionally evident.

This code change is also now in testing at NCEP toward an upcoming change to the operational RUC. A ppt/pdf on this fix is available at http://ruc.noaa.gov/gif/ruc13/RUC-snow-cover-fix-Feb09.pdf. Thanks to several of you who have pointed out this problem, including Joe Koval at TWC, NWS forecasters, and RTMA users.
